摘要
本文在欧亚大陆桥发展相对缓慢的现实背景下,运用SWOT对欧亚大陆桥的发展影响因素进行研究,分析了欧亚大陆桥发展的优势、劣势、机会与威胁,得到以下SWOT分析结果:新欧亚大陆桥的优势:运输距离短,运送时间快,受季节因素影响小,沿线矿产丰富等;劣势:运输费用较高,沿线路段前期投入较大,铁路规格不同,沿线途经多个国家,各国政策有所不同,各国之间分工与合作需要协调,铁路运输污染较大等;机遇:可以推动沿线经济带发展,促进对欧贸易,促进比较优势发挥,搞好地区产业分工,加快发展外向型经济,确立国际竞争优势地位;威胁:无法完成超大量货物的运输,不同国家的政治政策所带来的影响,以及集装箱运输船吨位逐渐上升。
并基于新欧亚大陆桥SWOT分析结果进行对策研究,得到以下结论,对于新欧亚大陆桥的发展,高额的铁路运费将是最关键的一个问题。新欧亚大陆桥在运输速度上占据着绝对的优势,但是高额的运费会使得厂商选择更为低廉的海上运输。新欧亚大陆桥沿线经过多个国家,在通关时,不可避免的出现在口岸滞留时间过长的问题,沿线各国需要积极合作,建立一个能够推动新欧亚大陆桥飞速发展的组织,以增加快沿线经济的发展。面对无法完成超大量货物运输的问题,可以选择主要以散货为主的运输模式,将威胁转化为机遇。散货运输对促进比较优势发挥,以及地区产业分工将有着重要的意义。
最后,提出五条建议:调整运输价格,降低运输成本;改善铁路运力;加快口岸换装,压缩口岸滞留时间;改善服务水平,加强沿线各国国际运输协调。为新欧亚大陆桥相关工作的进一步开展提供了有益的参考。
