土地收益及其分配问题,特别是城市土地收益的合理分配问题是近年来我国学术

界比较关注的问题。城市土地收益分配关系中的主要矛盾是城市土地收益在城市土地所有权主体和其他权益主体之间的分配。城市政府与其他权益主体之间的土地收益分配关系不仅涉及到政府的财政收入,更主要的是土地收益分配的合理化过程直接影响到城市土地产权关系的调节,这是城市土地收益分配关系中矛盾运动的直接后果。本文通过分析目前已经形成的对城市土地收益概念的研究成果,归纳形成城市土地收益
的定义,为研究城市土地收益分配关系奠定基础。同时进一步分析城市土地收益当期流量分配,和由土地收益流量沉淀而形成的土地收益存量,也就是土地资产的分配问
题,并尝试解释城市土地收益分配的合理标准。最后,在解释合理的城市土地收益分

配关系的基础上,进而讨论城市土地资产的合理分解和收益分配关系的调节。

Abstract
In recent attracts more and more scholars’attention to study land e and its distribution,especially urban land main problem is how to distribute urban land e between the land owner and others,which not only refers to the government’s finance,but adjust ion of urban land adjust ion isthe direct result of urban land e distribution this paper,firstly,the author analyzes many data on urban land e and concludes the exact concept of urban land,which is the basis to study land e distribution;secondly he studies the current distribution of 1and e and the surplus value,which is the distribution of land asset.,and he tries to set up a standard to distribute urban land e scenically;Finally,the paper studies the reasonable distribution of urban】and asset and adjust ion of the land e.

城市土地收益分配研究
第一章 绪论第一节课题研究的背景和意义
土地收益及其分配问题是近年来我国学术界比较关注的问题,争论也比较多。土地收益及其分配是客观存在的,但我们对土地收益的认识还是很模糊的。土地收益分配的主体有哪些,土地收益分配的对象是什么,以什么形式存在,怎样定义它们等等, 这些定性问题还存在着广泛的争议。我国土地使用制度改革实施十五年来,城市土地收益分配关系的变化如何,又是如何引导城市±地资产的分解等问题上的研究也EB较薄弱。因此,尽管我们能够说,通过实行土地使用制度改革,大力调整土地关系,大大提高了土地生产力,但土地生产力是如何提高的,又如何进一步促进土地生产力的增长,这些问题还需要研究和探讨。对我国现行的城市土地收益分配关系进行研究, 不仅可以了解现阶段城市土地生产力发展状况,而且可以分析土地收益分配关系对土地生产力水平发展的促进或阻碍作用,从而对土地关系的调整提出有依据的建议。
研究土地收益分配关系离不开社会制度条件。更确切地说,土地产权关系,特别是土地的所有权对收益分配的影响很大。因此在研究的初级阶段,选择土地产权关系相对简单的城市土地作为研究对象。选择城市土地作为研究对象的另外一个重要原因是改革开放以来城市土地生产力的发展越来越迅猛,因而对于城市土地关系调整的需求也比较急切。
土地收益的分配,是±地收益在其各层次权益主体之间的瓜分。在我国,城市土地的所有权全部归国家所有。城市土地使用权通过行政划拨、有偿出让、产权作价入股、转让、出租等形式归土地使用者行使。城市政府、城市土地经营者、城市
