3G cell reselection
• The Inter-RAT cell reselection performance should meet the following
conditions:
• Reduced number of ping-pong events between 3G<->GSM
• Camping on 3G is given priority over GSM
• The terminal should camp to the other system as soon as the radio
conditions of the target system are suitable.
