摘要:
现行社区居家养老服务实践中面临供需不匹配、社会参与度低、资源整合困难、合作与监督机制缺失、资金短缺、养老服务人员专业化水平低等诸多挑战。而信息时代下互联网技术与理念的植入提升了社区居家养老服务的精准化水平和其它主体的参与度,扩展/养老服务内容并使服务体系的闭合循环得以形成,从而能有效应对上述挑战。因此,应大力发展基于“互联网+”的社区居家养老服务新体系,具体讲,应从需求与供给体系、制度与运行体系和技术与社会支撑体系等方面进行战略设计与建构。

Abstract:
munity home care service practice faces many challenges, such as mismatch between supply and demand, low social participation, resource integration difficulties, lack of cooperation and supervision mechanism, capital shortage, low professional level of pension service personnel, the information age, the implantation of the technology and the concept has improved the precision munity home endowment service level and the participation of other subjects, expanded the pension service content and allowed the closure cycle of the service system to form, so that we can effectively meet the above
challenges. Therefore, we should vigorously develop the new system munity home care services based on ‘‘+”. Specifically, strategic design and construction should be carried out from the aspects of demand and supply system, institution and operation system and technology and social support system.

一、我国社区居家养老服务实践中存在的问题
社区居家养老继承了传统家庭养老和机构养老的优点,又最大程度克服了家庭养老和机构养老的不足,目前各大中城市正积极推广此种模式。但是,面对我国日益严峻的老龄化形势,社区居家养老服务在实践中也暴露出诸多问题,亟待创新治理方式来解决。
(一)供需不匹配,识别度差
目前社区居家养老实践中,老人与服务提供者之间沟通不畅,供需信息渠道失灵现象严重,老人养老需求与养老服务供给方之间的中介系统没有发挥应有作用。现有社区居家养老服务的需求满足模式往往是这样的:老人向社区养老服务供给机构(一般为社区居委会或者老年人照顾屮心)提出服务请求,社区养老机构派遣养老服务工作者或者志愿服务人员前往老人居所提供服务,然后将服务
