摘要
近年来,随着经济的快速发展和对外开放的不断深入,我国信用卡业务快速发展,商业银行逐渐重视信用卡业务,随着信用卡市场的不断发展,发卡银行面临的业务风险也日益显现,如信用风险、欺诈风险和操作风险等。尤其是信用卡作为无担保的信用贷款金融产品,但客户群体众多,审核手续简单,在银行对客户信息收集、信息筛选中都面临不对称信息问题。同时,由于我国商业银行开展信用卡业务时间还不是很长,业务经验相对匾乏,业务开展前期,单纯追求卡量的粗放式经营模式,信用卡风险集聚。在实务操作中,我国银行对于信用卡的风险管理仍处于摸索阶段,缺乏系统、有效涵盖宏观外部经济环境和商业银行内部风险管理控制的整体机制,因此研究信用卡风险防范对促进银行业务的创新,推进风险管理框架的构建,保持银行业持续、稳定和健康发展具有深刻的现实意义。本论文首先对信用卡业务的风险类型进行概述与分析,为后面的实例研究提供必要的背景知识;通过对境外典型信用卡案例的回顾,从中总结出对我国的启示,主要分析了2003年韩国信用卡危机和2006年的台湾卡债危机;然后对我国信用卡的现状进行分析,并提出我国银行信用卡风险防范的对策,为我国信用卡业务的健康、可持续发展提供一些可行性的理论和操作建议。

ABSTRACT
In recent years,with the rapid development of our economy and the promotion of the open policy,China’s credit cards business developes mercial banks pay more attention to credit cards business risks the credit cards issuers faces is emerging with the development of credit market,such as credit risks,deception risks,operating risks and so a financial product which doesn’t need surety and has a large quantities of customers and a easier examine and verify cards has a problem of unsymmetric information when the credit card issuers is collecting and screening the information of credit cards ,due to the short history of conducing credit cards business in China,our country’mercial bank lack experience and takes a extensive model of persuing the quantities of cards issuing,which added card business to the routine operating,our banks are still in the exploring period,so studying how to prevent credit cards risks is of very important realistic meaning for improving the creation of banks’ business affair,promoting the build of risks managing rack,which could keep banking industry develop persistly and stably.
