企业合理的人力资源配置有助于企业最大限度的发挥有限的物质、资本,取
得良好的经营效益。一支优秀的企业团队在市场竞争中能够成为有效的决定力量,
直接改善企业的内部经营状况和外部环境,使企业在市场竞争中脱颖而出。电力
行业作为国家的基础产业,与国家的经济发展密切相关。随着电力市场化改革的
深入,引入竞争已成为我国电力行业的未来趋势。因此,电力企业加大人才培养,
以应对市场竞争已成为必然。人力资源规划作为与企业未来发展战略密切相关的
规划活动,着眼于未来企业生产经营的人力和管理,通过对企业现有的人力资源
管理状况进行分析,并对未来企业人力资源需求做出预测,在此基础上制定企业
未来几年的人力资源供给策略与管理制度的规划,对企业经营活动的顺利开展,
提高自身的经营效率有着非常重要的作用。
本文主要针对现有资料和环境对呼伦贝尔电业局进行了人力资源规划。首先
对呼伦贝尔电业局的概况进行阐述,对企业未来五年的发展战略以及目前的人力
资源管理现状进行了分析,提出了呼伦贝尔电业局在人力资源管理方面存在的问
题。然后根据历史资料,在对各种需求预测方法进行阐述和分析的基础上,将定
性分析和定量分析相结合,运用灰色马尔科夫方法和德尔菲方法对呼伦贝尔电业
局的人力资源总量和分类需求做出了预测。在需求预测的基础上,进一步对电业
局的人力资源供给策略、教育和培训策略、考核和激励策略以及人力资源信息管
理系统做出了详细规划。

the market can e an effective force, directly improve the enterprise's internal
environment and external environment, so that enterprises can beat the others in the
competition. panies as the country's monopoly industries, are closely related
with the country's economic development. Breaking the monopoly and introducing
competition has e the inevitable trend of China's electric power industry.
Human resource planning as a future development and business planning activity is
closely related to the enterprises’ strategy. It is focusing on the future of human
production and operation and management of existing enterprises through the analysis
of the situation of human resources management. Human resource needs the future to
make forecasts, on this basis, the next few years of the developing corporate strategy
and human resources management system, has played a very important role in the
supply planning, the development of business activities, and the improving of their
operational efficiency.
