【内容摘要】改革开放 20 多年以来,作为中国改革窗口的深圳取得了举世瞩目的高速
发展,然而这种发展模式是通过资源的过分消耗而换取的,日复一日,将导致城市资源的匮
乏、能源的短缺、环境的恶化等一系列严重的后果。面对这种发展无限性和资源有限性的两
难局面,深圳构建节约型社会显得尤为重要。建设节约型社会是建设和谐深圳、效益深圳的
关键,它是一个复杂而长期的系统工程。从近期来看,建设节约型政府、培育节约型社会文
化、塑造一批节约型企业典范是深圳构建节约型社会的重点;从长远看,深化体制改革、转
变经济发展模式、发展循环经济、提高科技创新水平等是深圳构建节约型社会的有力保证。

Abstract: More than 20 years of reform and opening up, Shenzhen , as a window of China's
reform ,has obtained rapid development, but this development model is through the excessive
consumption of resources .Day after day, it will cause resources be scarcity, energy be shortage,
environment be degradation, and will bring a series of serious consequences. In the face of such
dilemma— limited resources & unlimited development, Shenzhen ,building a saving society
seems to be particularly important. Constructing a saving society is the key of building a
