摘要
随着新疆移动通信事业的迅速发展,用户数量快速增长,网络设备急剧增加,
网络安全重要性凸现;由于新疆特殊的自然和社会环境,网络设备高度集中化的
现实,网络安全受到了极大威胁。为了解决此问题,新疆移动通信公司建设了第
二枢纽楼通信楼,并由此提出了如何布局各类网络的课题,启动了新疆移动第二
枢纽楼通信规划。
为了在限定时间内,有效组织好规划编制,并使规划内容达到新疆移动通信
公司的预期,就需要对规划工作本身进行有效地管理。因此必须科学合理地建立
组织架构,加强规划人员的管理,明确项目范围,对项目实施进度进行有效的控
制,并建立高效合理的项目沟通机制。
本文将项目管理理论与规划项目实际结合起来,进行了项目范围管理、项目
时间管理、项目人力资源管理、项目沟通管理方面理论的研究和应用,有效地解
决了通信网规划项目管理存在的实际问题,成功地完成了此项通信网规划任务,
本文对此项目的项目管理过程和规划本身进行了介绍。

ABSTRACT
With the rapidly development of Xinjiang munication enterprise, the
sharply growth in the number of users, and the dramatically increase work
equipment, the importance work security has been highlighted. Xinjiang's
special natural and social environment as well as the highly centralized work
equipment, lead to the serious threat work security. In order to solve this
problem, Xinjiang pany built a second hub building, and
puts forward a subject of How to layout all kinds work, which make the start of
Xinjiang munications planning second hub building.
In order anize work planning effectively in the limit time , and to
make the planning content reaches Xinjiang pany 's
expectation, we need to plan the work itself to effectively manage. We must establish
anizational structure scientifically and rationally, and strengthen the
management of the program staff, clear about the scope of the project, control the
progress of the implementation of the project effectively, and it is also very important
to establish a reasonable and efficient munication mechanism.
