长期以来,中小学生课业负担过重是世界上的一些国家基础教育中难以攻
克的顽症,并已经在世界范围内引起广泛关注和讨论。在我国,中小学生的课
业负担问题一直是教育界乃至全社会普遍关注的焦点,也受到了党和国家领导
人的重视。胡锦涛同志在党的十七大会议上所作的报告中提出“减轻中小学生
课业负担,提高学生综合素质。”国家中长期教育改革和发展规划纲要
(2010-2020 年)明确提出:过重的课业负担严重损害青少年身心健康,危害民族
未来。通过减轻课业负担,保证学生生动活泼学习、健康快乐成长。
目前,我国许多地方的中小学生课业负担依然很重,沉重的课业负担严重
影响了他们的身心健康发展,同时也阻碍了素质教育的实施。少年强则国家强,
国家需要人才,教育需要改革。中小学生的课业负担问题是是个沉重而艰难的
话题,对此问题理论界、学术界基本上是从教育学、经济学、社会学等角度阐
释的,而鲜有伦理的分析。造成中小学生课业负担过重的原因是多方面的, 本
论文试从伦理的视角,追根溯源,探究造成学生课业负担超重的症因,寻找切实
可行的摆脱重负的良药,解析课业负担对中小学生的影响以及过重课业负担造
成的危害,让学生在社会、家庭和学校编织的桎梏中解放出来。
本文立足于对中小学生的全面发展、个性发展的人文关注,从伦理的角度,
剖析中小学生课业负担问题,能够引起人们对于中小学生课业负担问题的注意
与重视。通过文献的理论支持,探讨了中小学生课业负担的内涵,结合实际的
调查研究,对中小学课业负担问题进行伦理剖析,解读课业负担对中小学生的
积极意义、中小学生课业负担引发的伦理困境、过重课业负担的伦理成因及其
危害,结合他人的研究成果,对中小学生课业负担的道德调节提出了相应的合
理化建议。
最后指出,中小学生课业负担问题不是教育部门一家所能解决的,需要全
社会的共同努力。如果社会各种力量都能够负起自己的责任,整个社会就会形
成一个合力,这种合力使学生健康地成长、幸福地生活。

Abstract
For long, the excessive homework load on school students has been the
insurmountable problems in some countries, which has exert the widespread
discussion all over the world. In our country, the homework load has always been the
focus of the education circle and even the whole society, also it has exerted the
attention of the leaders of the party and government. President Hu also suggested in
the 17th cpc national congress that we should lessen the burden of school students,
and strengthen prehensive quality. the long-time planning outline of t he
reform and development shows that the excessive burden has damaged the physical
and mental health of the youth, and endanger the future of our country. Thourought
the way of lessening burden,we make sure the students study lively and vividly, and
grow up happily and normally
