摘要
高速铁路作为一种安全可靠、快捷舒适、超大运量、低碳环保的运输方式,已成为世界铁路发展的趋势。随着高铁的发展,高铁所暴露出来的问题日益受到人民的关注,这也昭示我们要加强高铁安全管理制度,这也对高铁运行评价体系作出了新的更高的要求。本文着重对我国高铁运行面临的问题进行研究,阐述了我国高铁飞速发展的形势下安全评估体系的必要性,并根据我国高铁建设的具体情况运用层次分析提出实施安全评估的体系框架。

Abstract
High speed railway, as a kind of safe and reliable, fast fortable, large capacity, low carbon environmental protection mode of transportation, has e the world's railway development trend. Along with the development of high-speed, high-speed rail has exposed increasingly attention by people, this is that we must strengthen the high-speed rail safety management system, and it also runs a evaluation system for high-speed rail has made new and higher requirements. This paper study of high-speed operation in our country are faced with the problem, this paper expounds the high speed rail in China under the situation of rapid development, the necessity of safety assessment system, and according to the specific situation of our country's high-speed rail construction using the hierarchical analysis framework of implementing safety assessment system is put forward.
