摘要
我国建筑企业的工程计价方式基本经历了由预算定额向工程量清单计价发展的
过程。实行工程量清单计价的最重要条件就是具有“企业定额”。目前我国大部分建
筑施工企业并没有适合自己生产力水平的企业定额,在这种情况下如何快速确定工程
报价至关重要。
本文研究的重点在于如何在缺少企业定额的前提下,利用灰色系统理论中的灰色
预测技术进行工程量清单计价模式下快速报价的实现。首先对工程量清单计价进行了
理论性综述,并比较系统的提出了建立建筑施工企业已完工程造价数据库的思路,为
建筑施工企业的工程数据的采集与管理提供参考。然后,通过对一般预测方法、模糊
数学预测方法、灰色预测模型的介绍和分析,指出其各自的适用范围、优缺点及在工
程快速报价应用中的可行性。在此基础上,创新性的将灰色关联排序法引入投标快速
报价灰色预测模型,对 GM(1,1)模型和 GM(1,N)模型的应用进行了优化,提出将典型
工程选取和工程造价的价格构成分析结合起来的模型构建方法。最后结合实际工程项
目对预测模型进行了实证分析,并通过误差分析表明利用经改进后的预测模型进行快
速报价具有更高的精度。

Abstract
The project pricing method of China's construction enterprises developed from budget
quota to bill of quantities(BOQ) pricing. The precondition of implementing BOQ pricing
requires the enterprises have their own quotas. Now most of China’s construction
enterprises don’t have enterprise quotas that suit to its own productivity level. In this case,
the crucial is how to quickly fix the project quotation.
This paper focuses on how to make use of grey system theory to quote quickly under
the mode of BOQ pricing which is on the premise of lacking enterprise quotas. First, this
paper makes a theoretic summary on the BOQ pricing, and on this basis of the overview,
e up with the train of thought for establishing the done project cost database of
construction enterprises more systematically, and providing reference for data collection
and management of construction enterprises’ engineering. Then, through the introduction
and analysis of the general forecasting methods and fuzzy mathematical forecasting
method, which point out its application scope, advantages and disadvantages, and the
