Abstract: Scheduling is critical to perfomance in the long term evolution(LTE) system. In this paper, a
novel packet scheduling algorithm based on utility function and request activation detection(RAD)
algorithm is proposed and studied. The scheme reduces the resource numbers of high QoS users to
general QoS users by utility function, so that it can provide a higher fairness for users’ throughput and
a small delay for more users. In this paper, the pares throughput, fairness, packet delay
and other aspects with some exiting algorithms. The simulation results show that the proposed scheme
has higher fairness and smaller delay while the cell throughput is stable.
