谨以此论文献给为我默默付出的家人和老师在我求学期间所有关心我帮助我的人-----------------徐婷青岛市农村全面建设小康社会进程及对策研究摘要党的十六大报告中首次提出全面建成小康社会的战略目标,党的十八大报告中明确提出到2020年全面实现建成小康社会的宏伟目标,并且指出鼓励有能力的省市率先实现全面建成小康社会的目标。青岛市作为华北地区的重要沿海城市, 经济、文化、社会发展水平都处于较高水平,走在了全国的前列。为此,青岛市在十五届人民代表大会上提出:到2016年青岛市率先实现高水平的社会主义小康社会。本文通过对青岛市2005-2011年农村全面小康社会的实现程度对比研究,通过实证分析和探讨,总结出制约青岛市农村全面建成小康社会的因素,并且因地制宜,结合青岛市的市情,提出促进青岛市农村全面建成小康社会的的措施和建议。2011年青岛市农村全面建成小康社会实现程度达到94%,走在全省乃至全国的前列。但是在看到成绩的同时,我们也应该看到存在的诸多问题。城乡差异、“三农”问题、农村基础设施建设等方面与全面建成小康社会的目标存在较大差距。青岛市要实现农村小康社会必须继续推进城乡一体化发展、大力发展农村经济、改善农村生活条件、提高农民生活质量。本文首先论述了全面建设小康社会的理论、内涵和国内外研究动向;其次对青岛市农村全面建成小康社会的指标体系进行分析,得出制约青岛市农村全面建成小康社会的制约因素;最后在此基础上,提出加快青岛市农村全面建成小康社会的建议和措施。关键词:青岛市;全面建设小康社会;指标体系;农村;建议 Qingdao building a moderately prosperous society in rural and Countermeasures Abstract The strategic objectives of building a well-off society in an all-round way were put forward firstly in the 16 thNational Congress munist Party of China. And the grand goal of well-off society in an all round way in 2020 were put forward in the 18 thNational Congress munist Party of China, it also emphasize and encourage some capable provinces and citiestake the lead in achieving the goal of building a well-off society in an all round way. Qingdao, as a momentous coastal city in north china which standard in economy, culture and social development has ranked forefront of whole country. In this connection, The 15 thPeople’s Congress put forward: Qingdao will take the lead to attain the well-off society of a high standard in 2016. The paper summarize the restrict elementof building a well-off society in rural areas in Qingdao by contrastive study and empirical study of building a well-off society in rural in 2005-2013 in Qingdao. And suit measures to local conditions, combine with the actual, put forward measures and suggestions of building a well-off society in rural areas in Qingdao.
