摘要
“促进中部地区崛起”是温家宝总理在年的《政府工作报告》中首次
明确提出来的。此后的二年里,“中部崛起”成为中部地区六省擘划经济蓝图
时使用频率最高的词汇。继“沿海开放”、“西部大开发”和“东北振兴”之
后,中国现在又提出“中部崛起”战略,这显示了中国促进区域协调发展、推
动经济长期稳定增长的决心。人关注的是,自上世纪年代以来,中部地区
与全国的相关系数正逐渐增大这说明中部的经济发展与全国的关系随着时
间推移日渐紧密,中部经济发展的速度将直接影响到全国经济的发展。中国提
出“中部崛起”战略是有远见之举。”中部六省的区位优势明显、综合资源优
势突出,是中国重要的商品粮、商品棉基地和能源基地,具有丰富的生态资源、
水资源和旅游资源。作为中国现代工业的发祥地之一,中部地区工业基础和科
技实力也比较雄厚。专家认为,中部如果能够崛起,就能为中国东西互动、南
北合作提供坚实的支撑点。预见的是,“中部崛起”将不再只是一个口号。著
名经济学家、世界银行终身高级顾问邹恒甫说:“中部将是中国经济未来最重
要的增长极,它的崛起不仅是中国全面建设小康社会具有决定意义的国家战
略,更是中国能否真正实现复兴的关键所在。”研究中部崛起,人们首先想到
的就是政策扶持,而税收政策扶持中部发展则是人们研究的重要方面。讨论研
究中部地区崛起的税收政策有着极其重要的意义。本文导论提出为什么实施中
部崛起,第二章分析中部目前的经济发展的现状。第三章从目前享受的优惠税
收政策开始,通过对东部沿海、西部大开发、振兴东北等老工业基地方面国家
实施的优惠税收政策进行比较,结合中部地区经济税收的特点进行研究,提出
了促进中部地区发展可以采取的优惠税收政策的建议。
