摘要
自我国恢复独立审计制度以来,会计师事务所已经走过了二十多年的历程。
随着注册会计师行业的发展,一些问题也凸显了出来,特别是近年来国内外会计
师事务所诚信缺失事件的频频上演,导致乘载诚信要素的事务所合伙文化的建设
提上了日程,则构建和谐的合伙文化就成为我国会计师事务所做大做强的关键所
在。会计师事务所是典型的智合型组织,所里的每一项任务的完成都主要是依靠
会计师们智力的合成。如果没有一个好的合伙文化,会计师们的智力就无法实现
最佳合成,就会降低事务所的效率。相反,优秀的事务所合伙文化能降低事务所
的内耗,提高事务所的社会地位,增强事务所的核心竞争力,提高其市场份额,
使其在市场竞争中立于不败之地。
本文采用国际比较、历史总结、理论分析和调查研究等研究方法。首先,厘
清了会计师事务所合伙文化的含义及其建设意义,认为会计师事务所合伙文化是
所里所有员工默认的、共同遵守的团体价值取向,是能促进合伙力量的形成和激
发出合伙智慧的一种个体不能形成的集体文化。然后,介绍了国际“四大”事务
所的合伙文化建设情况和特色,认为“四大”合伙文化建设给我们的启示是:事
务所合伙文化建设应当以树立共同的价值观为核心,应当顺应时代的变化并具有
自己鲜明的特色,应当以人为本,充分体现行业特点。最后,回顾了我国会
计师事务所合伙文化的建设历程,并从政府、注册会计师协会、事务所和等
方面总结了目前我国事务所合伙文化建设存在的问题,并针对性地提出了解决这
些问题,推进我国事务所合伙文化建设的建议,包括:政府要加强事务所诚信标
准建设和诚信问题监管;注册会计师协会要做好行业文化建设的协助工作;事务
所要在形成过程中和日常经营中强调合伙文化要素的建设; 个人在完成工作
中要努力提高自身的专业技术能力和职业道德水平,以个人素质的提高来促进事
务所合伙文化的建设。

Abstract
Since the restoration of Independent audit system in china,Accounting Firms has
gone through 20 years of history, There is a very good development of CPA(Certified
Public Accountant)。but there are some issues emerged in the development process
especially the event of Accounting Firms lack of honesty are frequently in recent
years, it's lead to the construction of partnership cultural of the Accounting Firms
which bearing elements of honest Was put on the schedule, and build the harmonious
partnership cultural is the key to make the Accounting Firms of our country e
stronger. The Accounting Firms is the typical anization, it's need to
congregate CPA's intelligence to plish every case. If there is not a good
partnership cultural, CPA’s intelligence can not to be plishes and it will reduce
the efficiency of Accounting Firms. Contrary to it , the excellent partnership culture
can save the energy of the Accounting Firms and improve the social status of
Accounting Firms、enhance the petitiveness and incr
