摘要
传统意义上来讲,我国主要是以家庭养老为主,但是随着经济社会的不断发展,
一方面,家庭结构发生了深层次的变化,家庭养老服务支持功能开始弱化;另一方面,
机构养老存在着运行成本高、养老设施不足、专业人员匮乏等突出难题。在这一背景
下,人们对老人社区养老服务的需求越来越多,逐步完善居家养老社区服务,支持以
家庭为核心,政府扶持、社会参与、市场运作为保障的居家养老服务体系具有深刻意
义。本文以北京市为例,将北京市老年人口状况的抽样调查与北京市 R 社区居家养老
社区服务的个案调查相结合,分析了目前城市老年人居家养老社区服务的需求以及居
家养老社区服务的现状,并进一步发掘出制约居家养老社区服务发展的因素,在充分
借鉴国外老年社区服务的有益经验后,为完善城市居家养老社区服务提出行之有效的
意见和建议。
本文主要从六个部分展开:第一部分是引言。介绍了本研究的研究背景和研究意
义,对涉及的一些基本概念进行了界定,并回顾了以往的文献,最后阐明了研究方法
和研究思路;第二部分是居家养老社区服务的相关理论分析;第三部分是本文的主体
部分。深入分析了城市老年人的居家养老服务需求及目前居家养老社区服务的现状,
并进一步发掘制约其发展的关键因素,本部分是整个文章的重点及创新所在;第四部
分主要介绍了国外在居家养老社区服务方面的经验和对我国的有益启示;第五部分提
出完善城市居家养老社区服务的对策和建议;第六部分是本研究的主要结论、创新点
和不足之处。

Abstract
Traditionally, the aged is mainly supported by household in China. However, with the
development of economy and society, on one hand, household structure deeply changed,
and the function of elders’ home supporting gets weakened, on the other hand, elders
supporting social agency has various problems, such as high cost, insufficient facilities and
professional workers. Under such a circumstance, community elders care are more and
more needed, and it makes sense that perfecting home-based care for the munity
service which is home focused, and is guaranteed by government supporting, society
participation, and market operation. This paper takes the aged care in Beijing as an
example. Basing on Beijing aged population survey and “R” community service for the
aged care investment, it analyses the demands and current condition munity service
for home-based the aged care, further, it finds out the factors restricting home-based the
aged munity service development. Considering related foreign experience, the
paper gives suggestions on munity service for home-based the aged care.
