万方数据 Study on modern logistics industry policy A Dissertation Submitted for the Degree of Master Candidate: Bai Xiaoou Supervisor: Xiangmin Chang’ an University, Xi’ an, China 万方数据万方数据万方数据万方数据 i 摘要随着全球贸易发展的日益融合,世界经济一体化进程推动着中国成为世界的制造基地和采购基地,目前, 现代物流已经作为一个产业得以迅猛发展,我国物流的市场化程度明显提高,物流企业的竞争越来越表现为品牌的竞争,物流服务也从传统的交通服务发展到信息服务。现代物流产业是传统和新兴产业形态的结合体,是社会分工深化的结果。物流产业与国民经济其他各产业有着密切的产业关联, 是有效实现社会再生产、提高国民经济运行质量和效率、提高国民经济综合实力和竞争力的重要基础性产业。现代物流产业发展涉及大规模的公共基础设施建设,并伴随“市场失灵”, 为促进现代物流产业发展就要求政府必须提供高质量的公共产品和引导政策。在上述背景下,从现代物流产业政策的界定及其理论基础出发,主要介绍现代物流、政策、产业政策以及现代物流产业政策的定义,并对产业政策的产业结构理论、产业组织理论、产业布局理论等进行了比较细致的说明。其次,对现代物流产业政策的生态环境、、基本类型和基本流程等现状进行具体分析。再次基于现代物流产业政策的现状分析,探讨现代物流产业政策存在的问题, 包括政策内容方面的不系统、政策目标的不明确、政策的滞后性等等,针对种种问题的存在,从政策制定主体、政策监督等方面分析了现代物流产业政策存在问题的原因分析。借鉴国外发达国家现代物流产业政策的先进经验,对我国现代物流产业政策的完善给予启示,主要对完善现代物流产业政策进行了探讨,从现代物流产业政策的主要目标出发,提出了几大现代物流产业政策遵循的原则, 从政策系统化等几大方面入手,提出了现代物流产业政策的完善路径。关键词:现代物流;产业政策;现状;对策万方数据 ii Abstract With the increasing integration of the global trade development, world economic integration process promotes China to e the world's manufacturing base and sourcing base.
