改革开放后中圈农村金融政策的演进(1978--2008) 摘要: 农村金融在农村经济中起着举足轻重的作用,但农村金融改革的三十年,也给我们带来一些思考,即农村金融改革要通盘考虑。农村的金融政策又是农村金融改革的关键, 政府要适应形势不断调整和完善金融政策,以保证农村金融发展的可持续性。从政策执行结果来看,我国农村金融政策的改革是渐进式的,在不同的发展阶段也呈现出不同的特点。本文按照“史论”结合的思路,来考察和分析改革丌放后我国农村金融政策的历史演进。是在历史分析的基础上通过理论分析,阐述党对农村金融改革的基本思路。主要是在历史分析的基础上通过理论分析,即是按“史论”结合的思路,来考察和分析改革开放后我国农村金融政策的历史演进。本文在历史分析的基础上对改革开放后我国农村金融体制改革作理论分析,阐述我国对农村金融政策的历史演进。本文共分四个部分,第一部分对我国金融政策的最初变革及转轨做了分析,系统阐释了在我国改革开放前到改革开放初期的大背景下,党和政府对农村金融政策的初步探索。第二部分阐述了农村金融政策改革的渐进式演进,1984年1月1日开始实施的《关于中国人民银行专门行使中央银行职能的决定》是农村金融政策开始渐进式演进的标志。第三部分阐述了农村金融政策的进一步完善,以1996年《国务院关于农村金融体制改革的决定》为分界线,农业银行与农村信用社脱钩,对此本文从“行社脱钩’’的角度,系统阐述了“行社脱钩”后对农村金融的影响。第四部分是对改革开放至今的农村金融政策的一点思考,强调了政府在农村金融政策演进及农村金融改革进程中有着不可替代的重要地位。本文的创新之处在于结合目前我国农村的金融政策,总结出农村金融改革的实践经验,提出党对农村金融改革的基本思路和大体方向。关键词:改革农村金融政策 3 改革开放后中固农村金融政策的演进(1978--2008) Abstract: Rural finance plays an important role inthe rural thirty years ofrural financial reform should betaken into must take full account of financial reforms inrural policy in rural areas iS the key to financial reform inrural areas,government has toadapt to constantly adjust and improve its financial policy to ensure the sustainability of rural financial development.
