华中科技大学硕士学位论文武汉城市圈财税改革的研究姓名:徐浪申请学位级别:硕士专业:财政学指导教师:刘丽明 2010-05-15 I 华中科技大学硕士学位论文 摘要武汉城市圈作为资源节约型、环境友好型的两型社会综合改革配套试验区之一, 是在全面落实科学发展观,加快推进改革开放和加快转变经济增长方式,加快建设两型社会加快实施“中部地区崛起”战略的大背景下提出来,获得批准并加以实施, 是国家整体战略部署的重要组成部分。对于促进中西部互动,探索经济发展的新方法、新思路具有重要的意义。本文简要地回顾了武汉城市圈形成的过程,在对国内外对城市圈发展的理论和财税政策研究进行综合阐述,在比较分析的过程中探索武汉城市圈发展的思路。从财税的角度进行分析,通过细致描叙武汉城市圈的发展现状和存在的问题,对比国内的其他改革实验区的发展思路,探索财税政策在“两型社会”建设中应该如何作为。在描述了武汉城市圈发展的现状(主要是产业结构现状)后,通过跟浦东发展新区、天津滨海新区、成渝综合改革实验区的对比分析,探索符合武汉城市圈实际状况的最优发展思路, 得出走实现资源共享, 共同发展是武汉城市圈实现“两型社会”建设的关键的结论。着眼于对武汉城市圈在全湖北省和城市圈内各城市的财税状况的分析,看出现行财税结构、收支状况之不足。通过基础设施建设,产业结构,人才流动和信息、金融等其他各种要素的流动性来研究武汉城市圈的资源共享程度, 对比“两型社会”建设的内在要求,说明实现资源流动是武汉城市圈建设的核心和关键所在;结合财政支出的现状,分析制约实现资源共享的财税因素,并与广东省财政支出效率进行对比,发现武汉市城市圈在财税制度上的不足之处,提出了相应的解决方案。关键词: 武汉城市圈 “两型社会” 财税政策资源共享 II 华中科技大学硕士学位论文 Abstract Wuhan municipal economy circle, as a nati onal experimental area prehensive reform for a Resource-conservi ng and Environment-friendly so ciety, is proposed under the profound background of carrying out the Scie ntific Outlook of Development in an all-round manner, speeding up reform and ope ning up of our country, the transformation for economic growth, the building of Double- type Society and the implementing of the strategy for the rise of middle regions, a nd had been permitted and actualized, is an important part of holistic strategic development of China.
