The system of labour-power relies on the belief that the labourer chooses freely to enter into a contractual relationship with an employer, who purchases that worker's labour power as modity and then owns the goods produced by that worker. However, the worker is exploited insofar as he has no other option: the capitalist owns all themeans of production. Also, the capitalist seeks to achieve the highest possible rate ofsurplus-value, which ;depends, in the first place, on the degree of exploitation of labour-power;. The capitalist seeks to provide the labourer only enough money to subsist and to produce more labourers (through child-bearing) (Karl Marx, Capital, Vol 1) By using the literature research method, the paper is divided into two main parts, and the first part explain the different capital structure in production process and the new capital structure in our modern society that is the labour input plays the dominant part in total capitals. Secondly, the paper presents the changes of British industrial relations since World War Two systematically and analyze the characteristics of the British industrial relations in different periods and the main reasons for change. Meanwhile, because of the importance of the labour input, it's the key problem to deal with the industrial relations, which the paper analysis how three perspectives helps us in understanding the conflict, the control and the regulation.
