摘 要
当前，我国正处于社会转型期，各种公共危机事件频繁发生，如何应对、化解公共危机是政府面临的重大课题。在公共危机管理中政府与媒体相互影响，缺一不可。目前中国仍有不少地方政府和媒体在公共危机事件中不善于处理相互之间的关系，存在许多问题:一方面，政府部门对媒体封锁信息，压制媒体，或是听任媒体无序操作，更不善于利用媒体;另一方面，媒体对政府缺乏自主的监督，自律性不强，更不擅于配合与帮助政府。这其中有思想认识、法律制度、人才素质等诸多方面的原因。鉴于此，本文分析目前我国政府与媒体在公共危机沟通中存在的问题，探讨政府与媒体在公共危机管理中的沟通策略，对促进政府与媒体关系的顺利转型进而构建政府与媒体良性联动机制，旨在最终对政府与媒体合力化解公共危机起到一定的积极作用。

Abstract
At present, China is in the social transition period, various public crises occur frequently, how to deal with and resolve public crisis facing the Government is a major issue. Government and media interaction in public crisis management, are indispensable. At present, China still has a lot of local governments and the media in the public good at dealing with crises in the relationship between each other, there are many problems: on the one hand, the government blocked access to information for the media, to suppress the media, let the media or disorderly operation, more good at using the media; on the other hand, the lack of independent media for government supervision, self-discipline is not strong, but not good fit with the help of the government. Of which there are many reasons the idea of understanding the legal system, personnel quality and so on. In view of this, the paper analyzes the presence of our government and the media in public communication in a crisis, and discusses the government and the media in the public crisis management communication strategies to promote the smooth transition of government and media relations of the government and the media and to construct a virtuous linkage mechanism, It aims to eventually force the government to resolve the public and the media play a positive role in the crisis.
