新农村建设中的农村养老保障问题研究.pdf

摘要随着我国农村人口年龄结构的变化和农村经济的发展,关系到农民切身利益的农村养老保障问题变得越来越重要,已成为当前农村迫切需要面对的问题之一。解决农村养老保障问题是解决老年农民的最基本生活要求的问题,也是解决农村社会保障问题的一把钥匙。但是,我国农村地区还尚未建立完善的养老保障制度。主要表现在:①目前大部分农村地区还是以家庭养老为主,但家庭养老己不能满足农村老人的养老需求,原因包括人口年龄结构变动带来愈加沉重的养老负担以及土地保障功能的持续弱化和衰退等等。②国家养老由于覆盖面低,供养服务机构条件差等原因也难以满足农村老人的养老需求。⑧农村社会养老保险制度由于其制度本身的缺陷和执行过程中的基金管理不够规范与完善等问题而不能发挥其应有的作用。本文首先探讨了我国农村养老保障的现状、存在的问题,其次通过借鉴国外成功的养老保障模式,提出了在建设新农村背景条件下,如何构建适合我国的养老保障制度。由于现代养老保障制度的核心是养老保险,本文在构建了我国养老保障体系的基础上进一步通过实证研究,验证了目前我国大部分农民已具备了投保农村社会养老保险的经济能力。最后,提出了完善我国农村养老保障的若干对策和建议。关键词:农村养老保障;农村养老保险;农村养老,家庭养老;社会养老 Abstract With thedevelopment ofeconomy and age structure changes ofPopulation intherural area ofChina,theProblems ofruraleldersecurity which relate totheruralpopulation e moreand moreimportant,and e one oftheProblems thatshould besolved immediately Resolving the problem of rural elder security isnamed to meet thefarmers’basic requirement,and alsothekey totheProblem ofrural socialsecurity.
