机场二期征迁工作的基点做法和体会
注重拆迁群众利益 开辟和谐征迁模式
——杭州萧山国际机场二期征迁工作的做法和体会
编者按:政府依法实施征迁是推进经济社会发展过程中不可或缺的基础性工作～是推进城市化进程的必然举措。征迁必须注重群众利益～征迁必须注重社会和谐。在当前阶段～地方政府如何处理好与被征迁群众的关系～顺利推进征迁～已经成为一个热点难点问题。杭州萧山国际机场二期工程征迁时间紧、规模大、情况复杂～萧山区政府作为征迁实施主体～却在较短的时间内顺利完成这项工作～创造了萧山速度～开辟了和谐征迁模式～值得总结和提炼。本文试从该次征迁的做法得出几点体会～以供参考。
一、杭州萧山国际机场二期工程征迁的基本情况
杭州萧山国际机场二期工程项目是我省迄今为止投资额最大的机场项目。根据省政府„2007?1号专题会议纪要精神～萧山区政府负责机场二期工程项目建设用地的征地拆迁和安臵工作。机场二期征迁涉及该区瓜沥镇、坎山镇、靖江镇、南阳镇、红山农场“四镇一场”～需征地9627亩～拆迁农居3000多户、企业205家～改造区级河道6条、桥梁13座、各类管线1000多公里。2008年7月～萧山区政府与机场公司签订了拆迁安臵协议～机场二期建设用地的交地时间为2009年9月30日。
