郑州大学硕士学位论文我国政府行政审批制度改革研究姓名:李刚申请学位级别:硕士专业:行政管理指导教师:高卫星 20040501 Y639534 内容摘要行政审批是政府对社会公共事务规范、管理与服务的一种手段。任何一个有效的政府都存在着必要的行政审批制度,但它又必须根据社会需要与时俱进地不断进行改革,成为推进经济建设和社会发展的公共管理手段。在我国,行政审批制度形成于20世纪50年代初,是计划经济体制的产物,它对于我国的经济建设曾发挥了重要作用,但随着我国加入WTO和社会主义市场经济体制的建立与逐步完善,现行行政审批制度存在的弊端已成为我国经济建设和行政改革的巨大障碍。中共“十六大”报告指出,要进一步转变政府职能,改进管理方式,“形成行为规范,运转协调、公正透明、廉洁高效的行政管理体制”。因此,改革现行行政审批制度是适应世贸组织规则和完善社会主义市场经济体制,深化行政管理体制改革,迸一步转变政府职能、改进管理方式、提高行政效率、促进全面建设小康社会的重要任务。本文从我国现行行政审批制度及其改革的现状分析入手,指出了我国现行行政审批制度存在的问题和危害,分析了行政审批制度改革的现状和难点。在借鉴国外行政审批制度改革成功经验的基础之上,提出了我国行政审批制度改革的指导思想、目标和改革应坚持的基本原则,最后针对我国行政审批制度改革的现状,对行政审批制度的改革进行了探讨,提出了改革的主要措施。关键词:行政审批制度改革 Abstract The administration examination and approval is aright social and public business norm ofgovemment,management and ministrant of akind whichever and valid government allexsitses necessity ofadministration examination and approval system,but itmust again according tothe forsociety toneed and enter the ground continuously proceedses reform,e economic developments ofpropulsion with public management means thatdevelop the our country,administration examination andapproval systemformation in 20centuries 50 thebeginning ofage,is economic developments that thething,it oftheplanned economy system isonced to developped theimportant function forthe0111"country,but along witlltheestablishing of system thatthe our country join theWTO withsocialism market economy irregularity withperfect,the current administration examine and approve thesystem CSSC tohave e the our country economic developments with administration bigness obstaclethat ‘‘sixteen”reportpointout,want thegovernment working talentof further change,improvement management way,“formation behavior norm,revolve moderate, fairtransparent, incorrupt efficiently of administration management system".Therefore,reform the current administration toexamine andapprove thesystem toadapt tothe world tradethebuildup the rule tomanage thesystem reformation, working talent offurtherc
