我国公共危机管理中政府信息公开研究重庆大学硕士学位论文(学术学位) 学生姓名:金阁指导教师:陆远权教授专业:行政管理学科门类:管理学重庆大学公共管理学院二O一四年四月 Research on Government Information Disclosure in China's Public Crisis Management A Thesis Submitted to Chongqing University in Partial Fulfillment of the Requirement for the Master’s Degree of Management By Jin Ge Supervised by Specialty:Administrative Management College of Public Management of Chongqing University, Chongqing, China April,2014 重庆大学硕士学位论文中文摘要 I 摘要目前我国处于公共危机高发时期,由于我国市场经济的发展、社会矛盾的激化,引发了多种形式的公共危机,而且公共危机不断地显现出新特征和新发展趋势。又由于信息化时代的大背景,人们对信息的需求比以往任何时候都要强烈, 尤其是对公共危机信息。公共危机管理中政府的信息公开具有必要性,它是我国新形势下公共危机与公民知情权双重需求下的必然产物,在公共危机的管理中, 政府信息公开有利于减少公众心理恐慌,遏制谣言滋生;有利于调动公众配合政府的危机管理的积极性,提高管理效率;有利于危机的有效控制,降低社会损失, 减少不必要的管理成本。然而,由于尚未构建一个完整系统的公共危机信息管理系统,当前我国政府在公共危机管理中的信息公开还存在很多问题,如公共危机信息公开缺乏主动性,公共危机信息公开不通畅,公共危机信息公开工作缺乏法律支撑等。本文对国内外公共危机管理中的危机信息管理理论进行归纳整理,探讨公共危机管理与政府信息公开的机理关系,并就2003年“非典”事件后我国公共危机管理中政府信息公开现状、存在的主要问题及原因进行分析研究,最后在借鉴了国外公共危机中政府信息公开先进经验的基础上,为我国公共危机管理中政府信息公开提出对策与建议。关键词:公共危机管理,政府信息,公开重庆大学硕士学位论文英文摘要 II ABSTRACT At present, our country in the peak period of public crisis,due to the development of market economy and social contradictions in our country, a variety of forms of public crisishave happened,public crisis constantly show new characteristic and new development trend. Due to the background of information age, the demand of information to the people are more strongly than ever before,especially for the public crisis information .Public crisis management in government information publicity has the necessity, it is the double requirements of citizens' right to know and the inevitable e of the new situation of public crisis. In public crisis management, information disclosure is beneficial to reduce the public psychological panic and curb rumors; It’s also helpful to arouse the enthusiasm of government public crisis management, improve the efficiency of management; It’s also advantageous to the crisis effectively
