摘要摘要区域旅游合作已成为当今旅游业发展的主要趋势之一,越来越多的国家和地区都意识到合作在旅游业发展中的重要性,我国既有跨国界的旅游合作像东北亚、湄公河区域旅游,也有省域之间的旅游合作诸如长三角、珠三角等,这些区域的合作已经趋于成熟并取得了良好成效带动了经济的发展。东三省地域辽阔,旅游资源丰富,加强此区域的合作,对促进东三省旅游产业的整体提升具有非常重要的意义。近年来,东三省年均旅游收入一直保持着20%递增的惊人速度,旅游业如此振兴在很大程度上归功于区域合作。目前,随着合作的逐步加深,大东北旅游圈的格局已初步形成,据专家推测这一地区将可能成为继长三角、泛珠三角等之后又一热门区域旅游板块。但是随着合作进一步深入和扩大,东三省区域旅游合作中的众多且复杂的利益主体也日益浮出水面,由此带来的不同利益诉求而产生的利益冲突与矛盾,客观上成为管理者不可回避且必须积极面对并予以解决的重要问题。其中利益的合理分配是而影响东三省区域旅游合作的一个重要问题,其是否平等、公平、合理直接关系到合作的长久与稳定,这也是本文研究的重点。本文基于国内外区域旅游合作的文献与理论研究,首先对有关概念进行了概述,在具体阐述了博弈论、利益分配理论、共生理论、系统论、管理学中的利益相关者理论等相关理论的基础上,本文从东三省旅游业的现状出发,并对东三省区域旅游合作的发展历程、合作的基础条件与特点进行了概括,综合分析了东三省区域旅游合作中利益的内涵与构成及利益分配的内涵、主体,接着着重阐述了东三省区域旅游合作利益分配的重要性、特点、存在矛盾、原则、分配模式等,在此基础上提出并建立东三省区域旅游合作利益分配的简单方法与模型,最后从政府和市场机制两方面试图构建有效的东三省区域旅游利益分配协调机制,以期能够探讨东三省区域旅游合作深度发展的利益协调路径。对于深入探究东三省区域旅游系统发展具有极其重要的理论与现实意义。关键词东三省:区域旅游合作;利益分配;利益协调;机制 Abstract Abstract Regional tourismcooperation has e one ofthemain trendsoftourismdevelopment, more andmorecountriesandregions areawareoftheimportance ofcooperation inthetourism industrydevelopment,there are not onlycross-border tourismcooperation,such asNortheast Asia,the Mekong regional tourism,but alsotourism cooperation between theprovincial,such 邪Yangtze RiverDelta,Pearl River Delta,these regionalcooperation has been matureand achieved good hasvastterritory and richtourism resources,strengthening the regional cooperation has very important significance topromote theoveralldevelopment ofthetourismindustry inNortheast Region.
