　　按照《关于印发深圳市国民经济和社会发展规划编制与实施办法的通知》（深府〔2006〕20号），《规划纲要》的实施工作遵循以下原则：
　　（一）细化任务，明确责任。
　　建立《规划纲要》实施的长效机制，明确《规划纲要》实施的目标责任和任务分工，将规划指标体系、重点工程项目分解到各区（新区）、各部门，提出细化的工作任务和时序进度，推动各项工作全面开展和落实。
　　（二）统筹推进，重点突破。
　　全面评估考核各区（新区）、各有关部门贯彻落实《规划纲要》的推进情况，在国家创新型城市建设、战略性新兴产业基地和集聚区建设、新型功能区规划建设等方面的目标任务取得明显成效。
　　（三）系统监测，科学评估。
　　坚持单位自评和统计部门监测相结合，运用定量考核与定性评估的方法，采取单位自评、公众评价和综合评价等多种方式，提高规划评估考核的科学性和透明度。
