依托现有厦泉漳城市联盟的协作机制，按照“统一规划、整体布局，设施共建、资源共享，优势互补、协调发展”的原则，在规划、交通、市政、环保、旅游、海洋和人居环境建设等方面积极开展交流与合作，为加快推动海西20城市的战略合作奠定基础。积极推动两岸城市间交流与合作，逐步形成海峡两岸一体化发展的国际性“海峡城市群”。加强对限制开发、禁止开发区域的环境保护，最大程度保护山川秀美的生态环境。加快制定《福建省实施<城乡规划法>办法》，加快省域城镇体系规划修编工作，促进城乡统筹和区域协调发展，逐步形成以区域中心城为骨干、中小城市和小城镇为基础，各具特色、优势互补、布局合理、协调发展的城镇体系。
（二）发展壮大中心城市。按照做强产业、做大规模、做优功能、做美环境的要求，做大做强中心城市。福州、厦门、泉州三大中心城市要调整优化城市结构，重点协调好中心城市与周边卫星城镇及各类开发区发展，完善城市基础设施，适当疏解中心城市功能，降低城市中心区人口密度，提升城市人居环境，强化对区域社会经济发展的集聚辐射能力，成为海峡西岸城市群建设的支撑。漳州、三明、莆田、南平、龙岩、宁德要依托日益完善的基础设施，加强与周边省份和内陆地区的经济社会联系，增强辐射功能，成为海峡西岸城市群建设的重要经济增长极。漳州、莆田、宁德同时要依托大型港湾，壮大临海产业集群，推动以港兴城，强化综合服务功能，发展新型港口工业城市。
（三）培育发展中小城市。按照挖掘潜力、完善功能、增强集聚、扩大规模的要求，加快发展中小城市。建设一批“新型卫星
