Inthispaper,theproject environment analysis,the overall development strategy, project operation mode and guarantee mechanism were expounded and researched, based on Changzhou InstituteofEngineering Technology College students Pioneering Parkproject construction theoreticalbasis was Incubator theory,proj ect lifecycle theory,three element participation theory andstrategicmanagement theory.
