摘要
在转基因食品的标识上,目前最具代表性的有三种模式:美国的自愿标识制度、欧盟的以过程为基础的强制标识制度和中国的以产品为基础的强制标识制度。这三种模式在对转基因食品的定义、对实质等同的理解、管理原则、管理方法和具体的标识规定上都存在巨大差异。采用不同的标识模式不仅有经济因素的考虑,更有政策导向、文化信仰和各个利益集团的综合影响的原因。正是由于这些综合因素的作用,,代表了世界上大多数的对转基因食品标识做出了规定的国家,我国可以发挥更大作用,在食品法典委员会内推动符合大部分国家要求的国际标准的形成.

Abstract
There are three models on the genetically modified foods labeling: voluntary labeling represented by the US, mandatory labeling based by process represented by the EU and mandatory labeling based by product represented by China. These three models are different in many aspects, such as the definitions of genetically modified foods, the understanding of the substantial equivalence, the principles and ways of supervision, also the methods of labeling. These differences are attributed to economic reasons also non—economic factors。 Preceding policies, underlying beliefs and actor coalitions together play important roles. Because of these comprehensive strengthens, it can be forecasted that in the near future, these three models will not move together。 China adopts the middle way which includes the majority of the nations who have regulations on genetically modified foods labeling. China can be more active at formulating the international standards which
