科学发展观是发展中国特色社会主义必须长期坚持的重大战略思想，当前国际政治环境日益复杂，培养一批用科学发展观武装头脑，经过基层实践锻炼，对人民群众怀有深厚感情，在实践中能担负起领导科学发展重任的选调生，是造就社会主义事业的可靠接班人的一项基础工作，是深入贯彻落实科学发展观的一项事关长远的战略举措。因此，必须努力做到“三个创新”，抓好选调生的培养，为科学发展提供强有力的人才支撑。
一、创新培养理念，实现“三个转变”
第一，从“片面”到“全面”的转变。近几年，选调生的招录人数大幅度增长，这是我国加强年轻干部培养力度，增加后备干部库存的必然结果。但一些领导认为这种增长与在金融风暴袭击下大学生就业率低下有绝对的单一的因果关系，片面地认为选调生只是国家增加就业岗位，缓和大学生就业压力的一项临时政策，导致培养工作中出现重视不够，工作无力的问题。实现转变要各级组织部门和接收单位全面思考，认识到选调生扩招是加快培养年轻干部步伐、提高基层干部文化水平、加强农村基层组织建设的必然要求。要建立以接收单位主要负责人为第一责任人，具体负责传帮带领导干部为第二责任人选调生培养工作责任制度，落实责任，强化管理。
