构（以下简称“经办机构”）负责农籍职工基本养老保险和农村居民基本养老保险的缴费结算、待遇发放、基金管理，并对乡镇劳动保障服务中心办理农村居民基本养老保险登记和缴费核定等经办业务进行指导和检查； 　　乡镇劳动保障服务中心负责农村居民基本养老保险的参保人员资格认定、参保登记、缴费核定工作； 　　行政村或社区劳动保障服务工作站（以下简称“行政村或工作站”）具体负责辖区内农村居民基本养老保险的申报参保登记和申请领取待遇工作，并按年度向村民公示缴费及财政补贴情况。 　　
    第二章 农籍职工基本养老保险制度 　　
    第三条按照《暂行办法》第九条规定，参加农籍职工基本养老保险的用人单位（以下简称“用人单位”），应当自领取营业执照之日起30日内，《暂行办法》实施前已经成立的用人单位，应当自《暂行办法》实施之日起30日内，到经办机构办理社会保险登记，并提供下列证明材料： 　　
    （一）营业执照或批准成立证件原件及复印件； 　　
    （二）组织机构统一代码证书原件及复印件； 　　
    （三）银行开户许可证原件及复印件； 　　
    （四）其它有关证件和资料。 　　
    第四条 用人单位在办理登记后，登记事项发生变更或发生解散、破产、撤销、合并及其它情形时，应当自变更或注销之日起30日内，到原登记的经办机构办理变更或注销手续。 　　
    第五条 用人单位应当在每月25日前到所在经办机构申报缴纳农籍职工基本养老保险费，并采用下列方式缴纳： 　
    （一）与开户银行签订委托收款协议，并与经办机构约定，采用小额定期借记业务方式缴纳；
