二、原因分析
1、贵冶铁路编组站远离厂区，，共18股道，整个场站呈开放式，治安防范难度大。
2、治安巡防力量有限，仅配备了8人，三班运转。铜精矿吞运量大，站场分布广，交接时间长，巡防队员人数少，现场防控难度大。
3、技术防范措施不到位。我处曾于2003年建议在贵冶铁路编组站站场建立治安防控和平安监控全方位电视监控系统，得到站领导赞同，但厂里未作方案。
4、一些周边村民法制观念淡薄，在“靠厂吃厂〞的错误观念和金钱诱惑的驱使下，猖狂进行盗窃活动。
