为充分发挥政府职能作用，积极应对、及时有效处置各种突发事件(包括“打、砸、抢、烧、炸”等重大暴力性案件和恐怖袭击事件，重大群体性事件，重大治安灾害事故、自然灾害事故等)，确保当突发事件、恐怖袭击事件发生时，能够迅速组织协调全镇各部门及时开展处置工作，将影响和危害控制、降低在最低限度，维护和保障全镇政治、经济、社会秩序的稳定与和谐，扎实推进“和谐腾越”建设，结合我镇实际，经镇党委政府研究，特制定腾越镇反恐工作应急预案。
一、指导思想和工作目标
以邓小平理论、“三个代表”重要思想和党的“十七大”精神为指导。从讲政治、讲大局的高度牢固树立稳定重于一切的思想，通过切实有效的防范措施和打击力度，以“重点管控、从严从紧、以面保点、以点促面”为原则，切实做好我镇的维稳反恐工作，最大限度地控制和减少社会面上的矛盾纠纷和安全隐患，严防发生恐怖活动事件、大规模信访、上访事件，危害国家安全事件和重特大安全事故，促进全镇经济社会平稳较快发展。
