莆田市城市规划管理技术规定
第一章 总 则
第一条 为加强莆田市城市规划管理，实现城市规划编制和管理的标准化、规范化和法制化，保证城市规划的实施，根据《中华人民共和国城乡规划法》、《莆田市城市总体规划》及相关文件，制定本规定。
第二条 本规定适用于莆田市城市规划区范围内的各类建设工程。
第三条 各类建设工程的建设，应按已批准的详细规划执行；尚无经批准的详细规划的，应按城市总体规划、分区规划、专项规划等及本规定执行。编制详细规划应符合本规定要求。
第四条 本规定未涉及的内容，应符合有关国家法律、法规、标准、规范和规定要求。
第二章 城市用地控制
