摘要
从中国经济社会发展背景来看,中国城市发展正处于“人与自然”和“人与人”关系的瓶颈约束期,面临着城市经济结构有待调整、城乡二元结构有待打破、区域城市整合有待加强、一系列制约城镇化发展的制度因素等有待消除等问题。因此,新时期中国城镇化发展思路需要立足于中国国情,从经济转型、社会转型与制度转型的三维角度构建中国城镇化的总体战略布局与制度政策框架,重点是解决内需开发问题、农民工市民化问题以及城镇体系的结构布局优化问题,难点是解决城市行政体制及其配套的户籍制度、土地制度、社会保障制度等关键领域的制度创新与政策构建。
人口是经济活动的主题和必要条件。研究城镇人口经济对城镇经济的建设和社会发展具有重要的意义。城镇人口的管理对我国现阶段来说是一个巨大的挑战。本文主要揭示城镇人口管理中的不足,一集提出一些针对问题的建议。
