天津大学硕士学位论文天津临港工业区发展战略研究姓名:董承赞申请学位级别:硕士专业:工商管理指导教师:赵国杰 20051101 中文摘要石化产业的园区化,已成为国际通行的石化产业发展模式,发达国家的化工园区发展早已获得了巨大的成功。化工园区的建设开发是一项非常复杂的系统工程,涉及到多学科、多领域的知识和经验。当前天津正在进行滨海新区的开发,实施“工业东移”和石化产业整合战略, 天津临港工业区就是在这种背景下进行开发的化工园区,园区正处在建设初期, 因为缺乏化工园区开发管理知识,影响了其健康快速发展。主要是在行业宏观形势把握、自身软硬件建设、开发体制思路等方面存在一些问题, 本文阐述了产业聚集、临港工业和化工园区的基本概念和联系,研究了天津临港工业区的开发现状和存在的问题,分析了当前临港工业区面临的行业宏观形势(主要包括当前石化行业景气形势、我国和天津市石化工业发展状况和发展形势等),总结出对化工园区发展的一些趋势,通过对国内外成功化工园区的分析, 总结出化工园区建设发展的成功要素(主要分为硬件因素和软件因素,一体化建设是化工区的核心理念),结合天津临港工业区实际情况,进行了Sw0T(优势、劣势、机会、威胁)分析,并提出了天津临港工业区的战略对策(主要建议包括产业发展战略、提高基础设施配套能力和政策支持力度、开发体制改革,商业生态系统管理思想等要点),对于影响天津临港工业区发展的某些关键问题(大乙烯项目建设的必要性可行性和临港工业区开发体制改革分析等)作了专题分析, 从而形成天津临港工业区发展战略。关键词: 临港工业化工园区SWOT分析发展战略 ABSTRACT Chemical Industrial e essful development mode ofintemmional chemical Chemical Industrial Parks of developed countries have achieved great construction and development ofChemical Industrial plex,which is asystematic areseveralfieldsincluding cross—subjects,many dominical knowledge and experience.
