济南大学毕业论文-I- 摘要随着世界能源危机的进一步加重和世界环境进一步的恶化,节能减排已经到了刻不容缓的时刻。我国已经将节能减排作为应对全球气候变暖的重要举措。本文在对国外发达国家日本、英国、奥地利、德国这四国和我国在“十一五”期间节能减排调研的基础上,分析研究了济南市节能减排工作及在推进节能减排工作进行中出现的问题,提出今后加大节能减排工作力度的实现途径:树立新的经济社会发展理念;进一步完善政策法规体系;控制数量,调整和优化产业结构;建立激励约束机制;积极实施重点领域节能工程;加大节能减排宣传,提高居民节约意识;依靠科技加快节能减排技术开发和推广;倡导环境友好消费方式;政府带头节约能源。关键词: 济南市;节能减排;清洁生产;循环经济;对策与建议济南大学毕业论文- II- ABSTRACT Along with the further aggravating of the word ’s energy crisis and f urther deterioration of global environment , Energy conservation is pressing to the moment . Our country has to deal with energy conservation as an important measure of global warming . Th is paper, on the basis of energy saving research on the foreign developed countries, Japan, Britain, Austria, Germany, the four countries and China in the "Eleventh Five-Year" period , analyse s the work of energy saving and emission and the problems in the work in Jinan. And this paper p ropose s the future efforts to increase energy saving ways to realize : Further improve the policy and law system ;c ontrol volume, adjust and optimize the industrial structure ; Establish incentive and restraint mechanisms ;a ctively implement the key areas of energy conservation projects ; Increased energy conservation publicity to increase awareness of the populations .
