“三资”管理服务中心进一步发挥作用,切实加强对包括上级拨款、返村款、自主收益等村有资金的管理,又出台了《关于进一步发挥乡镇“三资”管理中心作用加强村级“三资”管理工作的意见》,同时要求各乡镇也要建立相应的“三资”委托代理服务制度,确保“三资”管理工作扎实、有序、富有成效。各乡镇、村都够结合工作实际,研究制定了具体工作方案,针对各阶段工作任务,从对象、范围、内容、方式、程序等方面做出了规范性要求。据统计,目前县、乡、村三级共制定相关制度90多项,为保证农村集体财产的安全和完整提供了坚强的制度保障。
三、健全机制,监督“三资”管理。强化监督管理,是实行“三资”工作的保证。我县通过强化“两个监督”来促进“三资”工作的制度化、日常化和透明化。一是强化组织监督。首先是纪委副书记或纪委常委包乡(镇)定村监督责任制。将“三资”列入包乡(镇)定村工作内容,各包乡(镇)定村纪委副书记或纪委常委在工作开展过程中,切实加强监督管理,坚决纠正和严肃查处违反规章制度、愚弄欺骗群众、损害群众利益的行为。其次是村两委干部互相监督制。各村发生的各项收支必须取得合法凭证,支出票据上必须有经手人、村支书、村主任签字和村务监督委员会审批,方可予以报支,各村对支出(尤其是非生产性支出)做到重点监管,从严控制。第三是内部审计监督制。乡镇财政所、纪委监察室等部门每季对村账乡(镇)代管工作和村务公开工作进行审核检查,每半年对各村的财务收支状况进行审计,村主要干部离任前进行离任审计。二是强化群众监督。重大事务一定要通过
