第四章 评估内容
第七条 社会稳定风险评估主要内容
（一）合法性评估。事项是否符合党的方针政策和国家的法律、法规，法律依据是否充分，是否经过周密的可行性论证和严格的审查报批程序；
（二）合理性评估。事项是否符合本地区、本系统近期和长远发展规划，是否考虑到地区间平衡性、社会稳定性、发展持续性，是否符合大多数群众的根本利益，是否统筹兼顾群众的现实利益和长远利益，是否兼顾到各方面利益群体的需要，是否遵循公开、公平、公正的原则；
（三）可行性评估。事项是否征求了广大群众特别是涉及利益群体的意见，相关政策是否具有连续性和严密性，出台时机是否成熟；
