摘要
工业是创造国民财富的主导部门,工业的发展对于地区乃至社会
的发展具有举足轻重的作用。工业发展战略决定着一定时期内区域经
济的发展方向、发展水平和人民物质文化生活水平提高的程度。
“十一·五”时期是全面建设小康社会的关键时期,科学制定泗
阳“十一·五”工业发展战略对其工业发展及缩短与苏南地区的差距
具有现实的指导意义。本文综合运用战略管理和产业经济学等多门学
科理论思想,运用静态和动态分析、份额分析等方法,论述了泗阳工
业发展进程中自身的优劣势并分析了其发展所面临的环境,确定了泗
阳目前所处的工业化发展阶段,制定了泗阳“十一· 五”期间的工业
发展战略,明确了泗阳的工业主导产业及其发展重点,并运用灰色系
统理论中的(, )预测模型预测了工业发展目标值,最后对泗阳
在“十一· 五”期间的工业发展做了加快建设工业园区、促进产业集
群、加大招商引资力度、促进生态产业发展等方面的对策研究。
本文是泗阳“十一· 五”发展规划课题的重要组成部分,仅为泗
阳工业发展决策提供科学依据。课题经县委县政府审议,最终于
年月日的泗阳县十四届四次人大会议通过,并得到一致好评。本
研究对苏北类似地区的工业发展具有借鉴意义。

ABSTRACT
Industry is the leading section to create the national wealth, and the
development of Industry holds the balance to the area even the whole
society’s development. Strategy for the regional industrial development
determines the developing direction, development level and people's
material and culture living standards during a specified period.
The eleventh “five- year” is the key period to build the well-off
society in an all- round ways. So making the eleventh “five- year” plan
scientifically has realistic directive significance to Siyang Country’s
Industrial development and reduces the developing distance between the
southern and the northern Jiangsu. Through the methods of static,
dynamic and sharing analysis, the author uses the theories in such
multi-disciplines as strategic management and industry economics to
analyze the macroscopic environment and its own strength and weakness,
and then confirms industrialization stage of Siyang. The author also
confirms the leading industries and makes the industrial development
strategy during the eleventh “five- year”. On top of above, the author uses
the grey system GM (1, 1) model to predict industrial development goal,
and then proposes several suggestions on the
