“平安环保第一要务〞的原那么,立足防范,强化管理,不断创新,努力保证生产平安、稳定运行,实现环保生产、清洁生产、文明生产。一是制定平安责任制并逐级分解到个人,明确共同目标,落实各自责任,实行动态管理。实施全员平安风险抵押金制度,加大平安环保生产责任制的考核力度,大幅度提高平安环保奖罚金额,提高每个单位、每个人的平安环保风险意识和责任心,保证平安环保生产工作的顺利进行;二是加强生产现场的平安环保检查工作,把“三废〞和隐患排查治理落实到实处,维护正常的生产秩序、严肃工艺纪律、保证生产环境清洁环保,以查领导、查思想、查制度、查工艺、查设备、查隐患、查落实为主要内容,对生产工艺指标、劳动纪律、工程建设、危化品运输、环境保护、职业健康、员工培训及作业人员持证上岗情况等进行检查,查处隐患及时整改和处理;三是按照“四不放过〞原那么,严肃事故处理并进行责任追究,对违章操作人员严肃处分,对管理不善、监督不严、工作不力者追究责任,对酿成事故、给环境造成影响、企业造成经济损失的直接责任人更是给予严重处分,并追根溯源,不管事故原因牵涉到谁,都根据责任大小一并处理,使全体员工时刻关注平安环保工作,保证生产稳定运行。
