第三章 水资源保护
第十五条 各级人民政府应当加强水源保护，发展生态农业、生态林业，保护自然植被，维护湿地等自然环境，防治水土流失，涵养水源；加强垃圾和污水处理设施建设，防止水质污染，改善水生态环境。
第十六条 禁止在水库库区保护范围内从事爆破、打井、采石、取土等影响水库及用水安全的活动。
禁止向河道、湖泊、水库、渠道等抛洒垃圾、排放废水、污水和其他污染物。
禁止围湖造地，擅自填埋或者围垦河道、湿地以及其他影响水库、河道功能的行为。
第十七条 水行政主管部门会同环境保护行政主管部门拟定水功能区划，报同级人民政府批准，并报上一级水行政主管部门和环境保护行政主管部门备案，同时向社会公告。
第十八条 水行政主管部门应当在水功能区边界设置明显标志，载明水质保护目标。
任何单位和个人不得擅自移动、破坏水功能区标志。
第十九条 市、县(市)水行政主管部门应当按照水功能区的水质要求，向同级环境保护行政主管部门提出水功能区限制纳污总量意见，加强对各种水功能区的监督管理，并定期公布水功能区水质量状况。
环境保护行政主管部门应当依法对辖区范围内水功能区排污行为实施监督管理。
第二十条 饮用水水源保护区的划定、保护和管理应当严格执行水污染防治法等法律、法规的规定，确保饮用水安全。
在饮用水水源保护区内禁止设置排污口，原有排污口应当按照有关规定限期拆除或者关闭。
第二十一条 建立饮用水水源地保护补偿机制，具体办法由市人民政府制定。
第二十二条 在城市公共供水管网覆盖范围内禁止开凿新井，原有自备水井应当按照有关技术要求予以封闭。
第二十三条 任何单位和个人不得向废井排放或者倾倒污水、垃圾、废渣等污染地下水的物质。
