7、违反公务回避、信息公开、宣传、保密等规定的；
8、对违纪违法行为包庇、袒护、说情，干扰调查处理工作的。
三、措施步骤
治理“庸懒散”问题，以机关各科室和各直属单位为治理重点对象，以加强作风建设和效能建设为载体，以提高干警队伍执行力、提升机关行政效能、优化发展环境为目的。重点治理干警精神萎靡、办事拖拉、态度松弛、标准不高、落后有理、管理不严、落实不到位、不彻底及其他影响工作绩效、违反工作纪律、违反行业管理规定等的行为。
（一）对照标准自查（4月至5月）。组织各单位各科室和全体机关干警自查，要对照治理内容逐条进行排查，查找出在“治庸、治懒、治散”方面存在的问题，自查要细致、深刻，不留死角，要填写自查登记表，对存在问题进行及时备案。对查找出的问题，采取座谈讨论、问卷调查等形式广泛征求意见和建议。
（二）进行集中整改（6月至11月）。各单位各科室和全体机关干警结合查找出来的问题进行认真整改，认真研究，制定出切实可行的整改方案，进行集中整改。要结合工作实际，对原有的规章制度重新进行修订、补充、完善。9月中旬市局将组织检查督导组就整改情况进行一次检查督导。
（三）组织检查考核（12月）。各单位要在12月20日前，对本单位本年度“治庸、治懒、治散”情况全面进行总结，在各单位自查自评的基础上，市局将组织考评组通过组织座谈会，问卷调查等形式
