云南省农业银行怒江分行惠农支付点社会调查报告
2011年8月11日至21日，跟随老师前往云南省怒江傈僳族自治州福贡县，做了一次社会实践调研，主要任务是关于云南省农业银行怒江分行惠农支付点服务业务，我负责的是惠农卡支付点业务的开通，在实地工作中总结了些经验同时也查阅了相关的资料，分析如下：
一、关于惠农卡支付点的服务介绍
2011年6月28日至7月3日，由人民银行昆明中心支行、云南省公安厅、中国银联云南分公司等组成的联合工作组深入怒江兰坪、泸水、贡山、福贡等地区；组织举办了“惠农支付服务业务开通仪式”，为农行怒江分行申报的41个“惠农支付服务点”商户进行了统一授牌。
　　惠农支付服务业务旨在使农村地区银行卡持卡人通过惠农支付点的POS终端，进行小额取现、消费、转账、查询等业务，享受安全便捷的现代金融支付服务。其对优化农村支付服务环境，提升农村地区金融服务与管理水平具有十分重要的意义。为落实党和国家这一支农惠农政策，按照人民银行昆明中心支行的统一部署，将惠农支付服务业务作为服务“三农”的重要工作。农行怒江分行成立工作小组，研究制定业务推进方案，广泛开展市场调研，深入各级乡镇、自然村拓展特约商户，及时进行申报审批，向广大农民和商户宣传用卡知识和业务操作，与中国银联等合作单位密切协调业务开通事宜，确保了惠农支付服务业务的顺利启动，使农行怒江分行成为全州开通此项业务的首家金融机构。
