为进一步标准早市经营秩序，努力改善辖区市容市貌及市民居住环境，有效保障广阔消费者身体健康和生命平安，全面推动国家卫生城市创立工作，按照区委、区政府有关要求，结合我局实际，制定本实施方案。
一、指导思想
深入贯彻落实党的十八大精神，以改善龙亭区市民居住环境、提高城市品位、方便群众生活为宗旨，以保障广阔消费者身体健康和生命平安、促进社会经济开展为目标，按照“标本兼治、着力治本〞的工作方针，针对早市经营存在的问题，采取强有力的监管措施，彻底改变市容市貌，将法律法规赋予的职责及创立国家卫生城市的要求落到实处，以崭新的城市形象迎接国家卫生城市验收。
