气象效劳分类术语

3 标准编制的根本原那么
本标准编制过程中遵循了以下根本原那么：

〔1〕科学性。编制本标准的目的是统一和标准目前我国开展的气象效劳类别，使气象效劳工作的开展更加标准化、标准化、科学化。因此在编制过程中，按照我国相关法律法规的规定，通过客观、科学、合理的总结和分析、归纳，对目前气象工作中较为标准的气象效劳种类进行了阐述和定义，注重每一条款的科学性。
〔2〕适用性。本标准在制定过程中注重其广泛的适用性，因此在编制过程中，通过查阅相关文献资料、业务规定以及公共气象效劳覆盖范围，经过详细分析和归纳，对于我国目前开展的公共气象效劳所涉及的种类进行了凝练。
〔3〕可操作性。本标准的编制充分考虑适合目前我国气象部门的实时业务工作，同时也考虑到相关行业台站所开展的涉及气象效劳的业务工作，具有较强的可操作性。
4 标准主要内容
本标准对22项术语进行了定义，根本覆盖了目前我国气象效劳工作中所开展的气象效劳类别，供气象以及相关行业部门的专业人员开展气象效劳工作使用。
?中华人民共和国气象法?将气象事业定位为根底性公益事业，明确规定了气象工作应当把公益性气象效劳放在首位，在确保公益性气象无偿效劳的前提下，可以依法开展气象有偿效劳。因此在术语定义中将
