第三条 本方法适用于本省行政区域内的所有的城市住宅区业主委员会。
第四条 江苏省建设行政主管部门是本省物业管理行政主管部门，负责全省业主委员会的指导、监督工作。
各市、县 ( 市 ) 建设 ( 房产 ) 行政主管部门是所在地的物业管理行政主管部门，负责对本市、县 ( 市 ) 业主委员会的指导、监督及管理工作。
第五条 但凡实施物业管理的住宅小区 ( 含别墅、公寓，下同 ) ，均应成立业主委员会，实行业主自治管理。
　　新建住宅小区在竣工交付使用后，入住率或销售率到达 60 ％时，应及时成立业主委员会。
原有住宅小区，应在实施物业管理前成立业土委员会，然后由业主委员会在政府主管部门指导
