第八条 所有在竞优中获胜的方案，频道必须召开专门会议，并邀请有关专家对方案进行再次修改论证，然后再进行样片制作。样片制作完成后，要协同广告部召开观片会，征求广告对于节目营销的意见及建议，如广告部认为该节目形态有市场，则该节目可以正式开办。
自办节目的制播
第九条 自办节目方案确立后，制片人要尽快组建制作团队〔可以跨部门组阁〕，开始节目制作。
第十条 制片人必须在每月1日之前上报次月节目选题方案表〔见附表1〕，报频道总监〔或副总监〕审核签字后方可实施。
第十一条 为节约制作成本，无特殊情况，本频道节目采取“分头策划，集中录制”的方式进行。具体日程安排为：策划：每月1-9日；录制：每月10-19日；制作：每月20日

第十二条 因特殊情况，必须逐期录制的节目，必须在节目播出一周前完成节目录制，播出前两天内完成制作及审核。
第十三条 自办节目必须经过“三级审核”签字后方可提交播出。为保障安全播出，制片人必须在节目必须在播出前两天上交终审带。

第十四条 制片人是自办节目的第一责任人，必须对节目生产、播出和营销的全过程负责。
第十五条 自办节目内容必须严格遵守国家、省、市对相关类别节目的规定，尤其是对综艺娱乐节目的特殊要求
