特殊人群效劳管理工作措施.

“一人一档〞，并动态管理，即：为全镇所有吸毒人员逐人建立档案，既包含吸毒人员根本情况，又包含吸毒人员定期、不定期尿检的影像资料和公安部门出具的尿检报告，实现档案全面、标准、客观、公正管理。
三是强化人文关心效劳。建立跟踪帮教综合工作机制，全面作好效劳管理工作。第一，完善公共效劳设施，鼓励吸毒人员前来参加文体活动，帮助其恢复身心健康；第二，对吸毒人员的家庭成员和相关社区人员，进行必要的指导培训，帮助其掌握后续照管必要的知识技能，促使吸毒人员更好地、尽快适应社会家庭生活环境；第三，开展职业技能培训，提高其就业能力；第四，组织社区工作者、民警和吸毒人员家属定期开展亲情、爱心帮教活动，稳固戒毒成果。同时，在办理低保、就业创业、子女入学等方面给予必要的政策倾斜，依法维护其合法权益。
社区矫正及刑释解教人员安置帮教管理措施
一、根本情况
社区矫正安置帮教工作，就是对在社区服刑人员和刑释解教人员通过管理、教育和帮扶，预防和减少他们重新犯罪。社区服刑人员根据我国现行法律分为五种〔被判处管制的、被宣告缓刑的、被暂予监外执行的、被裁定假释的、被剥夺政治权利并在社会上服刑的〕；安置帮教对象分为刑满释放人员和解除劳教人员。
